Description19.8 x 21.8 mm = wide. Perf 12¾. Centred slightly high & right. 5.3x7.5 mm lighter red opt. No gum, trace of hinge mark.

CommentBreak in gai 改, in the last, 7th, stroke; top portion missing. In the basic stamp, there is a hairline flaw in left margin, probably a plate scratch. Also a diagonal hairline flaw in lower left corner of left '21' box.
